In regard to Chinese mail matter col- lected by the Native letter hoogs, I have communicated to you in my despatches of 3rd, September, 1996, and 4th. instant, the method of dealing with them adopted by the Imperial Past Office, and signified the willingness of this Department to co-operate with you in enforcing the Monopoly of your office. Over twenty Native postal hongs despatch mails to dongkong. These could be notified to advise their Agents in the Colony to send letters through the Post Office, or, an receipt of a request from you, this Office would give directions to enforce against ships froe Hongkong the rules applying to interport sail matter, found on board, that has not passed through the Imperial Post Office, which is liable to seizure and detention, until released by the partias concerned on payment of extra postage.

Should you elect to confirm and carry into effect the proposition for the exobange of ordinary mails, etc., between Hongkong and China as summarized in paragraph 17 of Mr. Lister's despatch quoted above, I would on receipt of your reply (if by talagram to "Statistics, Shanghai") advise the Inspector General, and on obtaining his assent, forthwith instruct the Post Offices at the ports to transmit and receive Hongkong mails, etc.
